Micheal Elliott

Two and a half years ago, we lost a dear friend and colleague far too soon. It feels like just yesterday that Mike was speaking from an annual conference stage in his role as Chair of CII. Mike was quite comfortable, when given the opportunity, to command a room. He had a lot of knowledge to share, and he truly believed in the mission of CII.

Micheal Elliott joined Phillips 66 in 1980, and he managed both upstream and downstream projects. He held various management positions including international mega project management, operations, petroleum coke licensing, procurement, engineering, and construction. He successfully managed a multi-billion dollar project in Venezuela that won many awards, including the 1999 Presidential Safety Award. He served as executive assistant to the Vice President and Executive Vice President of worldwide refining, marketing, supply, and transportation.

For years, Mike represented Phillips 66 on the CII Board of Advisors. He served in its highest position, as CII’s Chair, in 2016 – the year before he passed. He also served on a CII research team that sought to improve the performance of projects and he coauthored a design and construction manual. Mike was experienced in all phases of projects from business development, through project completions to operations. He was even bilingual, speaking Spanish and English.

Yet Mike’s impressive background and experience are only part of the reason why the CII Executive Committee selected him to receive this award. Over the years, Mike was a mentor and leader to many people in CII, personifying the criteria of the Richard Tucker Award. He was an ambassador of CII – a true champion of CII Best Practices – and always made time to advise and coach his CII peers. There is a saying that projects are built by teams of people, but Mike preferred to say, “Great projects are built by a strong team of great people working together.”

CII was honored to present this award to the Elliott Family at the 2019 CII Annual Conference, to recognize the major contributions Mike made to CII and to our industry.
