CII is proud to announce Andeavor as the recipient of the 2018 CII Implementation Award.

Andeavor is a premier, highly integrated marketing, logistics and refining company. Andeavor operates 10 refineries with a combined capacity of approximately 1.2 million barrels per day in the mid-continent and western United States. Powered by the deep engineering expertise of its workforce, Andeavor’s highly advanced facilities refine crude oil and feedstocks into the transportation fuels and other petroleum products that help drive the markets it serves.

The goal of Andeavor’s Major Projects Organization (MPO) is to improve capital efficiency and overall project performance, with a specific emphasis on project controls, engineering, and project and construction management services. The MPO uses key performance indicators to measure performance against safety, cost, schedule and quality objectives for all major capital projects.

The MPO enhanced Andeavor’s Project Management Process and published 50 procedures to standardize work processes in support of successful project outcome. CII research findings were incorporated wherever possible.  Formal training was conducted throughout the company to obtain alignment amongst all key stakeholders, including the Executive and Refinery Leadership Teams.

To improve transparency, a Project Assurance Process was also developed to score project readiness prior to funding.  Tools used to assess project readiness include the CII Alignment Thermometer and the Project Definition Readiness Index (PDRI).  CII Benchmarking data has also been applied to support the estimate analysis.  These evaluations support good decision-making at all levels within the organization.

To improve effectiveness during the execution of the project, other CII tools and procedures were implemented:
  • In safety, Andeavor has incorporated the principle for Zero Injuries focused on several key areas: demonstrated management commitment, improved near miss reporting, sharing of lessons learned and near misses, safety planning, and worker participation and involvement. Refinery leadership team audits are used to drive project performance.
  • Advanced Work Packaging (RT-319) and Modularization Planning (RT-283) is applied during early stages of project development to improve capital efficiency and planning and is actively being applied to new projects.
  • Effective Project Alignment for Construction Success (310-2) is applied in Project Execution Planning to support a construction-led design philosophy.
  • The Project Health Indicator (IR-220) is used to measure project health in the Execute Stage.
  • The Start-up Planning Model (IR-121) is used to support planning associated with Start-up and Commissioning.
  • The Project Manager Competency Assessment Tool (IR-306) serves as a basis for defining skill requirements for developing project management professionals.
