The person in the Owner organization with the responsibility and authority to 1) establish the Project Business Objectives and control against them throughout the project life, 2) approve the project for proceeding to the next phase, and 3) approve the project for requesting Corporate funding.  The Project Business Sponsor normally leads the execution of the Feasibility Phase with the support of others in the Owner organization (with potential contractor support).

The function responsible for supporting Project Management in a number of activities including planning, estimating, scheduling, budgeting, forecasting, and performance measurement, evaluation and correction.  The functions activities span across all project phases.

The person or team of persons responsible for meeting the Project Business Objectives through leading the development and execution of the Project Plan.  Both Owner and Contractor persons may staff the team.

The function responsible to support Project Management in developing and executing Quality Assurance and Quality Control measures across all phases of the project and spanning all function.  Most Quality Control measures are executed by the discipline functions and audited by the Quality function.

The function responsible to support Project Management and the Project Business Sponsor in defining and recommending mitigations for all significant project risks.  The service may be provided by the Owner, the Contractor or a third party consultant.
