The Advanced Planning for Modularization (FR‑421), developed by CII Research Team 421 (RT-421), provides a strategic framework to improve the planning and execution of modularization in heavy industrial capital projects. It addresses a persistent industry challenge—modularization is often considered too late or pursued without early alignment across project leadership, engineering, procurement, fabrication, logistics, construction, commissioning, and startup.

FR‑421 establishes the foundational principles for successful modular delivery, emphasizing early decision-making, accelerated engineering and supply chain readiness, disciplined change management, and integration with Advanced Work Packaging (AWP). The report identifies eleven critical strategies that, together, provide a lifecycle-based structure for aligning modular scope, schedule, risk, interfaces, and execution responsibilities.
