CII Best Practices Implementation Benchmarking
CII’s Best Practice Implementation Benchmarking Program provides a clear, evidence-based way for member organizations to answer key questions, including: What is the benefit of using CII Best Practices? How does my project’s cost and schedule growth compare to similar projects in the CII database?

Improve cost and schedule predictability
You receive: A project level benchmarking report comparing your cost and schedule growth to peer projects, deliver ~1 week after submission.
Identify practice gaps and their impact on outcomes
You receive: Practice implementation scores for projects and/or corporate programs, and direct links to CII tools and publications to close gaps.
Establish a baseline and track year over year improvement
You receive: A company level dashboard summarizing portfolio trends, and organization wide practice scores.
Make data driven decisions with interactive analytics
You receive: Access to the CII Data Warehouse (Data Miner) - a dynamic way to use filters and select different metrics to obtain benchmarks.
Benefit of best practice adoption
You receive: Evidence based insights and benchmarks that quantify the value of using CII Best Practices.
Benchmarking facility costs for eligible types of projects
You receive: Facility cost comparisons by $/GSF against similar pojects in the CII database (select projects/sectors).
Data You’ll Provide
CII’s Best Practice Implementation Program collects two primary types of data:- Cost & Schedule Data (Quantitative)
- Baseline estimates: original budget and planned schedule
- Actuals: final cost and completion schedule (total TIC for owners and, for contractors, reflecting their scope of work)
- Project characteristics: size, type, location, delivery method, etc.
- Best Practice Implementation Data (Qualitative)
- Responses that measure how CII Best Practices were implemented in a project OR as per a corporate program.
Who Should Participate
- Ideal participants:
- Project Managers leading capital projects
- Project Controls professionals with access to cost and schedule data
- PMO Managers familiar with project and corporate-level execution and practices
- Continuous improvement teams building baselines and tracking progress
- Project eligibility:
- Projects at any stage can be entered. Project reports are available once actual cost and schedule are entered at completion.
- Both owner and contractor organizations can submit reflecting their scope of work.
How It Works

- Connect to RT-410 and get support for your data submission through July 2026 (Contact either Carlos Caldas at caldas@mail.utexas.edu or Dr. In Bae Chung at inbae908@utexas.edu)
- Collect Your Data in Coordination with:
- Project controls (cost and schedule)
- Project managers (practice implementation assessment)
- Internal data sources and project files
- Typical time:
- Data collection: 3–5 hours (longer for first-time participants)
- Validation & submission: ~1 hour
- Submit Your Data via Email (included in the Data Collection Toolkit)
- Receive Reports & Access the Data Warehouse
- View validated data in the Data Warehouse within days, along with the project key report
- Additional registration is required for all members to access the Data Warehouse
- Contact us at analytics@cii.utexas.edu to request access or with any other questions you may have
- Receive your project-level report in about one week (for submission connection to research-projects)
- Access your company dashboard for an overview of all your submissions
- View validated data in the Data Warehouse within days, along with the project key report

In Bae Chung

In Bae Chung has joined CII as a Postdoctoral Researcher, serving as our CII Benchmarking Manager. In this role, In Bae leads efforts in data collection, training, and management of the Data Warehouse and safety survey data. He will also serve as an instructor for the Best Practices course.
In Bae successfully defended his Ph.D. in Civil Engineering at the University of Texas in the Spring of 2025. Under the mentorship of Carlos Caldas, he made outstanding contributions to RT-410’s research on the value of best practices. We’re fortunate to have him continue his impactful work with us.
