Developing the Next Generation of Frontline Supervisors
CII’s Research Team 414 (RT-414), “Developing the Next Generation of Frontline Supervisors,” explored how shifting workforce demographics and emerging construction technologies will redefine the role of frontline supervisors (FLS) by 2040. Through expert panel interviews, a comprehensive literature review, and analysis of job postings, RT-414 identified the critical skills, training approaches, and retention strategies needed to prepare foremen and forepersons for a rapidly evolving industry.
To envision the future landscape, the team developed three scenarios—Conservative Advancement, Technology and Workforce Equilibrium, and Tech Boom/Labor Bust—each reflecting different levels of technological adoption and workforce disruption. These scenarios informed the creation of two strategic tools, bundled as Implementation Resource 414 (IR-414):

- GC Evaluation Checklist for Owners
Together, these resources enable organizations to identify high-potential FLS candidates, align training programs with future demands, evaluate technological readiness, and integrate FLS development into contractor assessments.
Experts emphasized that construction sites will increasingly depend on digital systems, automation, and artificial intelligence. As a result, frontline supervisors must be equipped to lead diverse teams and make data-driven decisions in dynamic environments.
