Owner/Contractor Work Structure Process Handbook
Capital projects and how owner organizations are structured to manage and execute the projects are changing dramatically, driven primarily by competitiveness in the global market. The changes, particularly in the way work relationships are structured between owners and contractors, are often reactions instead of well thought out processes.
For example, misalignment is evident regarding the competencies needed to support the engineer-procure-construct (EPC) process. Disagreements occur regarding where those competencies should reside. In particular, there is no known process or strategy in the industry that can be used to strategically align owner and contractor resources.
The CII Owner/Contractor Work Structure Research Team has developed a process that can solve these alignment problems. The purpose of this handbook is to describe the process the research team developed for determining an effective owner/contractor work structure. The user of this handbook should first review the introductory material to gain an understanding of the background and key points to consider prior to implementation. Next, the process model, including key terms and their definitions, should be fully studied and understood. The user can then apply the alignment process at either the corporate or project levels, as each process is described in detail through stand-alone chapters. Other useful information that may help the user implement the owner/contractor work structure process is provided in the appendices.
