Abstract

Advanced Work Packaging (AWP) and Project Controls (PC) are both essential to improving capital project predictability, coordination, and execution performance. Yet they are often implemented in isolation, limiting their combined impact and creating misalignment across scheduling, reporting, cost management, and work package execution.

Developed by CII Research Team 433 (RT-433), Implementation Resource 433 (IR-433), presents a practical framework for integrating AWP and Project Controls through four foundational bridges:

  1. clearly defined roles and responsibilities using a RASCI matrix
  2. alignment of the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)
  3. integrated schedule development
  4. AWP package mapping through an AWP matrix.

The research emphasizes early integration—beginning in Pre-FEED and FEED—to ensure that package logic, schedule structures, reporting systems, and cost frameworks are aligned before execution begins. The IR provides actionable guidance, tools, templates, and examples that can be adapted to various project delivery models and organizational structures.

By strengthening traceability across scope, cost, schedule, and progress, this approach enables more effective package-driven execution, clearer reporting, improved predictability, and stronger coordination across engineering, procurement, construction, and project controls. Ultimately, RT-433 positions the integration of AWP and Project Controls as a cornerstone of mature, high-performing project delivery.
