Integration of Advanced Work Packaging and Project Controls for Capital Projects

Advanced Work Packaging (AWP) and Project Controls (PC) are critical to improving predictability, execution efficiency, and decision-making on capital projects. Yet many organizations struggle to effectively integrate package-based execution planning with core project controls functions, including scheduling, cost management, progress measurement, forecasting, and reporting.

CII Research Team 433 (RT-433) addresses these challenges by examining key integration gaps and developing practical, implementation-focused recommendations to better align AWP and Project Controls. The research centers on three primary integration domains: schedule, cost, and progress. A Delphi-style process with RT-433 subject matter experts was used to identify and refine key challenges and recommended practices, followed by an industry survey to validate and expand insights.

The findings highlight several persistent issues, including weak progress-to-payment traceability, inconsistent schedule updates, limited early AWP input into schedule and Work Breakdown Structure (WBS) development, and misalignment between work packaging structures and project controls systems.

In response, the report outlines 14 targeted recommendations to strengthen AWP–PC integration and identifies a notable gap between the perceived importance of these practices and their level of implementation across varying AWP maturity levels.

Overall, the report emphasizes actionable strategies focused on integrated schedule development, WBS/CBS alignment, package-based progress measurement, and clearly defined roles—enabling more connected, transparent, and proactive project delivery.
