Abstract

Crane operations are among the highest-consequence activities on construction sites. An analysis of 701 crane accidents found that approximately 93% were attributable to human factors—and all were preventable. While the industry has established robust safety requirements, these resources are fragmented across multiple sources, use inconsistent stakeholder terminology, and are most familiar to crane contractors. Owners, general contractors, and other subcontractors—who share responsibility for lifts—often have limited exposure, resulting in missed, duplicated, or inconsistently executed readiness activities.

CII Research Team 434 (RT-434) addressed this gap by reviewing and consolidating existing standards into a practical framework of nine harmonized roles and developing the Crane Operation Readiness Assessment (CORA), available separately as IR-434. CORA organizes readiness across three phases—Planning, Mobilization, and Pre-Operation—and three levels of detail, recognizing that crane safety is built progressively rather than confirmed moments before a lift.

Each readiness item is aligned using a Responsible, Accountable, Consulted, and Informed (RACI) structure, clarifying ownership across stakeholders. Scalable across project types and organizational arrangements, CORA enables teams to define accountability, identify gaps earlier, and verify readiness with greater consistency.
