RT-412’s research led to the development of Implementation Resource 412 (IR-412), titled Guidance for Effective Implementation of CII Safety Excellence Techniques.

This guide introduces sixteen Safety Excellence Techniques (SETs) identified through RT-412’s research, offering practical guidance for their implementation on construction projects. These SETs address critical safety-related factors such as risk tolerance, communication, human behavior, knowledge, and training. They are organized into five categories:

  • Planning
  • Knowledge and Training
  • Involvement
  • Monitoring
  • Human Performance

Each SET is described in detail, including implementation strategies, interconnections with other SETs and safety practices, and alignment with positive safety values and work planning practices. The guide also outlines RT-412’s vision for how SETs should be integrated into project workflows.

To support implementation, the guide includes the Safety Excellence Techniques Assessment Tool, designed to help users evaluate how effectively SETs are applied on a project. This Excel-based tool enables:

  • Quantitative assessment of a project’s safety program against the recommended SETs.
  • Identification of gaps and opportunities for improvement.
  • Monitoring of safety program evolution throughout the project lifecycle.
  • Evaluation of site-specific safety plans and proposed changes.

CII recommends using the assessment tool to enhance safety planning and execution, especially for construction contractors seeking to achieve safety excellence.
