This special publication synthesizes RT-410 research, highlighting the measurable impact of CII Best Practice implementation on construction project performance. Analysis of 77 projects shows a clear performance differential: high-implementation projects achieve 8% better cost outcomes than low-implementation projects, averaging -3% cost growth versus +5%.
Adoption varies significantly across the 17 CII Best Practices. Safety Excellence (formerly Zero Accidents Techniques) (95%), Change Management (93%), and Front End Planning (88%) are widely used, while Planning for Modularization (31%) and Partnering (24%) remain underutilized despite strong potential value. Implementation quality also differs: Alignment (9.32 average score) and Safety Excellence (9.26) are consistently strong, whereas Lessons Learned (5.72) and Partnering (5.64) indicate notable execution gaps.
Practice-level analysis reveals differentiated impact on performance. Change Management is associated with 10% cost improvement; Project Risk Assessment delivers 13% cost and 17% schedule gains; and Benchmarking & Metrics achieves up to 18% cost improvement.
Implementation patterns further vary by project characteristics. Heavy industrial projects outperform buildings in modularization and materials management. Greenfield projects demonstrate stronger execution of planning practices, while mega-projects (>$500M) show significantly higher adoption of benchmarking, team building, and startup planning compared to small projects (<$15M).
